"There is a Director of Operations for each galaxy. The directors of Operations are appointed by the Commander in Cheif. Their responsibility is to manage the funds to each of the wings under their control, and to direct all operations within their galaxy. They have the power to declare a state of emergency in their galaxy, in which case reinforcements should be sent from neighboring galaxies, and The Executioners should be called in. They do not, however, have the power to declare all out war on other alliances. That duty is reserved solely for the Commander in Cheif."
