"The first wingman is the second in command in the wing. His duties are to fill in for the wingleader in the absence of the wingleader. He is chosen by the wingleader. At all times, every wing should have a wingleader, and a first wingman. If in the event both dissapear, such a state should be brought to the attention of the corrosponding Director of Operations by the remaining wingmen immediately, so as that a new wingleader may be appointed."
